EU4 will not download .mod files for mods. AFAIK the launcher doesn't download any mods. Steam downloads them and places them in the steamapps\workshop\content\236850 folder and then the launcher makes a copy of the descriptor.mod from each mod and places it as ugc_XXXX.mod files in Documents\Paradox Interactive\Europa Universalis IV\mod Mods wont download from the steam workshop. Subscribing to a mod with the startup client open, I am never allowed to enable the mod. I have accessed [C:\Users\Mark\Documents\Paradox Interactive\Europa Universalis IV\mod] and every mod I've subscribed to from the steam workshop appears to be a 0 byte .zip file. You can get to the folder by either right clicking on EU4 in steam (the name) and clicking Properties, going to Local Files tab, Browse Local Files, and finally Mods folder, adding the main file and the .mod file. Or, This PC -> Local Disk -> Program Files (x86) -> Steam -> Steamapps -> common -> EU4 -> and finally Mod(s). For the past few days the Steam Workshop has not installed any mods. I have subscribed to a few and it will instantly say that the mod is downloaded in the Downloads menu but will not appear in game. For example in Europa Universalis 4 all of my newly subscribed mods which steam said it downloaded have not appeared. I'm going to try moving EU4 out of Steam's Program Files folder (it worked for EU3). *Update:* Moving EU4 to its own folder did not fix the launcher not displaying mods. So I manually copied the mod files from the manual download from the Paradox forums into the main game folder, overwriting when necessary.
